It's DNS poisoning. I know this only because my wife's computer started playing random stuttery audio yesterday from a page at live.microsoft.com. Browsing away from it, restarting it, restarting the computer did nothing. Emptying caches and unclicking the "open last page when starting" option made it go away for about 8 hours, but then she found another poisoned site somewhere.
