Yeesh, you know, that is such hard question, but one that doctors have to ask themselves objectively. Taking recidivism into consideration, maybe a few of those mothers have been or continue to be "in the system." One could argue that committing crimes and staying within the system is detrimental to their children's lives, in which case I support this medical procedure. Counseling and information should be key in bringing the subject up -- I believe the women's feelings should also be considered.

It sounds as though the "consulting" is what is some of the doctors are being accused of.
