Here's HUD's contingency plan, the first 10 or so pages are the best summary I've seen. The short answer is that most will be furloughed, with some exceptions. There should be similar documents out/out soon for other agencies, if you're curious about any in particular.

How'd you come to find HUD's contingency plan?

So traffic lights, state cops, public schools, and air traffic control will remain in place, but what about federally funded schools, ie, the Naval Academy?

I'm on HUD's mailing list, they send out a mail about it a few hours ago.

I don't know about the Naval Academy, but BuzzFeed says says military professors will be filling in for civilian professors.
