Yeah, I don't think so. It's a non-aggression pact, not a mutual protection treaty. Mutual protection treaties embroiled the world in WWI. Non-aggression pacts weren't enough to protect Russia from Germany or Japan from Russia. Everybody can argue that Russia is in violation of the Budapest Memorandum but Russia can argue that they're protecting the "true government" of Ukraine. Hello, Taiwan.
