In Cincinnati, Fort Washington Way - where I-71 and I-75 merge together used to be above grade and divided the city from the river with a tangled mess of highway, bridge, and on ramps. Right around 2000, construction was completed to put the whole highway below grade. This change really helped integrate the city and the riverfront together. There's been significant investment now in developing the riverfront which will really help make the city more vibrant.

In a lot of ways, Buffalo has a similar problem with 190 ringing the waterfront. As long as it's above grade, it'll be difficult for Buffalo to develop it's waterfront.

It's really crazy, some of the development decisions of the last half century. They really took pedestrians out of the equation. At least it seems some lessons were learned, and things are moving back in the right direction.
