No details on the type of RAID it uses, it may be 100 - 200 tb in total capacity but thats unlikely to all be usable space.

I was actually expecting them to have a larger capacity considering I have a 2tb drive under my TV for the last 4 years, 200tb for netflix seems kinda small...

Does, doesn't it? Backblaze has a lot of detail on what they're using for their storage needs - 4RU, 180TB, $5k without drives.

I suspect the OCE pods are sort of a "Netflix Greatest Hits" repository rather than the alpha and omega of all you can stream. Start poking around in the back catalogue and you definitely get the sense that your stream is coming from somewhere much more distant than the local ISP.

Which makes sense, its a pragmatic approach to handle 80% of the traffic and keep it within the ISP network.

You don't even need redundancy over the entire array when hard drive failures just mean you fetch those shows from a few more hops away. One locks up? Pull it out, replace it, and re-sync.
