I think the problem is that in the name of compromise things have to get complicated, even to the point of ridiculous. If many people had their way, Glass-Steagall would simply have been reinstated. But, given the objection to it by legislators from both parties, we were left with Dodd-Frank, an overly complex and, despite its size, desperately impotent piece of garbage. The same thing happened with Sarbanes-Oxley ten or twelve years ago. Based on our deference to any Senator that has any objection to any line item in any piece of legislation, we get nonsensical laws that hurt, rather then help businesses, which becomes even more fodder for the anti-regulation supporters.
