Yes, most revelations about government abuses go like this: 1) Leak of damning info. 2) Government denies everything as outrageous. 3) Leak of worse stuff. 4) Government says, "OK, we did some of the things in leak 1, but we would never do this. 5) Iterate until we can't even imagine the depraved things that have been done. This applies to the treasury, NSA, CIA, and whoever else. It's a groundhog day story.
