I'm cautiously optimistic rate regulation won't be a significant problem.
Last-mile unbundling requires telecoms to sell their end-user service wholesale to competitors. Without it, Comcast–Time Warner will retain its monopoly.

He's lying. Removing last-mile unbundling prevents the construction of competitive networks.
Nevertheless, this is Net Neutrality. It just doesn't also dismantle the monopolies like true Title II would have.
Mobile was a surprise, to me at least. But Verizon was asking for it. Literally. Their DC argument was "you can't enforce Net Neutrality on us because you haven't classified us as common carriers." Well, problem solved.
