With no way to specifically tell what happened I can't advocate the killing of a mother and the displacement of her cubs. Might be blaming the victim here but: Don't go to dangerous places without proper protection, especially when that protection isn't hard to obtain(especially in that area). Death is tragic and beautiful no matter the species. It's natural and a bear in HER territory killing and eating anything doesn't seem a reason to kill her provided it remains an isolated incident. I get the feeling that he was forced to kill the bear due to the outside pressure and destruction for the sake of politics makes me a very very sad panda.
