For some reason I thought that Canv.as would be different for moot, but I guess not. It seems like people have become the bullies they so loathe in real life. Even when met with the real life consequences of their actions, the response is "If you say anything or tell anyone it we'll just make it worse". In addition, on the community leader side, there is a whole lot of apathy towards this as well. Moderators and administrators are just as quick to do nothing about the trolls who take over their communities as they are to do nothing to try and help the victims (other then, "It's your fault for trying to fight back").
I'm not sure canv.as could support interaction that is above this. It's an interesting concept, but I'm not exactly sure what the vision is, and if there was a serious attempt to find an audience unlike 4chan's. I would bet that Poole does have a plan though.
Fighting back against trolls is a complicated thing for a moderator. Trolls want to disrupt, and in many ways the fight against them accomplishes their goal. I wouldn't say that it's only apathy that makes moderators reticent to engage. Sometimes it is just an unwillingness to throw fuel on the fire. Personally speaking, if there are serious trolling issues, rather than aggressively engaging in specific incidents, I'd be looking for more global solutions to the problem. I'd hate to spent energy fighting symptoms when the disease might be treated.
