I don't know much about the tech. part of this article. I'm just looking at it from the points the author is making. The author equivocated on the word 'free' so many times, the article got confusing. He started out with the word meaning 'free' as in no cost to 'free' as in freedom. Then he went on to equivocate 'freedom' as in democratic freedom with 'freedom' as in unrestricted movement or access. At the end, the author questions which of these apply. It was like a word game with a sleight of hand trick at the end. The meaning can only be known from the intention. That can only come from the body of people who are saying that the Qabel software is not free or open source.
