TL; DR Russia sanctions slightly eased. Barely. Probably testing the shit storm it's likely to cause.
Update: Seems like a false alarm. Even Obama people saying this was pretty routine.
This is off topic, but seeing treasury.gov reminded me. One thing that bugs me long term is the likelihood that the US Mint will eventually make a coin with Trump on it. I like coins. I think they're wonderful little pieces of artwork. I dislike the thought of there being a Trump coin. In 2016 the mint issued dollar coins with all dead past presidents and solid gold coins with all dead past first spouses. Presumably they'll update the series as necessary.
Upon further reading, I guess what this actually happened was that by the letter of the law Americans couldn't legally go to Russia, because the FSB controls their border patrol. So anytime anyone paid a visa fee, they were technically violating sanctions. The Obama administration started work on this fix a month or so ago. So not a big deal, but the fact that everyone was freaking out, because we all expect that our president is colluding with the Russians is telling enough.
