The few most prominent journals in my field might be some of the best about releasing content for free. I think the general rule is pay-for-access until an article is two or three years old, and then it's open domain. I suspect that's related to why the American Geophysical Union is/was the largest largest annual gathering of scientists in the world. Sadly, the conference has become grossly inefficient, including this year's virtual environment.
