Right? we'll just take a metric ton of counterweight and slam it into the wall at Mach 6. There happens to be pretty good research behind that.

Lol, yeah.

A better solution is to have another interlock pointing down into a tunnel into the ground to chuck the counterweight into, but I think they were planning on having the command and control facilities there, or the infrastructure to access the "tether" to load another rocket? Nah, just launch Rods from Gods into the side of the technician break room. 10 times a day. It's armored, see?
