I'm not really sure, but doing something like that doctor that went to North Korea to do free cataract surgeries comes to mind.

As cool as that picture is and the idea of doing that, I hope that others don't try to copy the act. That said, a friend of mine did a motorcross trip through south eastern Cambodia a few years ago and apparently there are large pyramid-like ruins there. There is no road access and it's completely unprotected, though adventurous types tend to head to them so they aren't unknown. It's never been very clear to me what the history is of the place, but it was obviously very important at one time. Anyway, he and some friends climbed to the top and threw paper airplanes with wishes inside off the top. It's a romantic image, but in the end it's littering.

My point is that most laws that deal with preservation aren't really about preventing individuals from doing things, but to try to deter lots of people from doing things and usually there's a pretty good reason, but of course there are exceptions.
