I think it both encourages expat culture to stay alive longer than it would* and provides, like you said, an interesting and different flavor that benefits the domestic population as well. *possibly why Germany put that law in placePersonally, I love neighborhoods here in the US that are predominantly one nationality. It kind of gives an exotic taste from places that I may never be able to visit (say, Cambodia or Ethiopia or many others).
