By now, nobody should be surprised that the public is ignorant about these things. Most don't know the difference between deficit and debt. I'd bet that most would see this headline and think that debt is shrinking. Even if they can get through that, they may still think that deficit is actually shrinking in real dollars rather than relative to an increasing GDP.
