We've toyed with the idea, but more-or-less have concluded that we'd have little ground to stand on when push came to shove. That's a good question, I'm not sure that their intention is for it "to work". Perhaps, it's a direct way of indirectly challenging the NSA. You want to take us to task for this? We're going to make it public. You want to punish us for this? Okay, but you'll be doing it in the public space.
