Portland was (is?) doing this with homes for very narrow lots, put two houses where one previously would have been. The designs weren't bad. There have been massive zoning changes recently and I haven't kept up on which programs have been kept and which tossed out. Portland would waive all your ADU permits a few years ago. There was even a program that would build you an ADU if you let someone live there free for five years or something like that. Portland has thrown a lot of shit at the wall with some successes and some failures.
