Yeah; on a new roll of toilet paper, the first part is stuck to the roll and can be vaguely annoying to remove.
In a broader sense, though, the V thing goes beyond function, as the author points out. Like with the machine in Japan that automatically creates the V shape - that doesn't make it easier to unravel the already unravelled paper.

I'm pro "V" but anti "V" automation. -these robots are stealing our jobs! :)
