The close-up rendering reminds me of a scene from Honey I Shrunk the Kids. They look like huge hair follicles.

I guess if you have a steady, constant wind force pushing on the stalk, it won't give any change in orientation, which you need in order to generate a current. The article says current is generated when the discs in the stalk are under pressure, though:
