Skype, the online phone service long favored by political dissidents, criminals and others eager to communicate beyond the reach of governments, has expanded its cooperation with law enforcement authorities to make online chats and other user information available to police, said industry and government officials familiar with the changes.
I'm installing Jitsi right now, if it's any good at all I'll put a little review up about my experience. 90% of my Skype use is to video chat with my parents so they can get face time with their granddaughter. If my parents can switch over from skype then anyone can, and Skype is in trouble.

If my parents can switch over from skype then anyone can, and Skype is in trouble. -we literally just finished skyping with my parents so they could see their granddaughter. Inevitably the first 5 minutes are them figuring out why their camera isn't working or why it's on mute. -not skypes fault...trust me. That said, I'd be interested in whether there is better fidelity or less latency. This always seems a problem on Skype no matter how good the connection.
Also, I can't give G+ "hangouts" enough props. Works really well.

Skype has a "special" version for the China market for some time now. If you wanted to connect to Skype in China, you had to use a version from Tom.com to connect, at least from the desktop.
