South Korea has seized thousands of smuggled drug capsules filled with powdered human flesh and is strengthening customs inspections, officials said Monday.
The capsules were made in northeastern China from dead babies whose bodies were chopped into small pieces and dried on stoves before being turned into powder, a statement from the Korea Customs Service said.

I think it could go either way. Abortion is considered somewhat casually from what I know. I could see someone making the leap to use the discarded fetuses for this purpose if it was lucrative. It's a sick leap to make for sure, but the step to an aborted fetus does not generally carry the same emotional significance as it does in the US.
In the US, I would guess that aborted fetuses are incinerated. Any disposal of a fetus is emotive in US culture.
