I don't think it would work do most rich folks have 15% of their wealth in cash? If they don't then they will have to sell Stock, Property etc to make the bill. The sell off could depress the market. Perhaps they could pay in stock? making it a huge nationalization scheme.
Yeah, I'm not going to claim to know much of what's going on when it comes to finalcial trends/lingo. From what I read, it sounded nice in concept.

I wonder how those people reacted to it. Did they get upset, or did Trump stir up enough emotion to have them on board? I guess the latter of the two since this never played out.

Mostly it is other peoples money invested in buildings. he is more of a brand than a developer.
The brand of course is that he pretends to be a rich developer. He was in the 80's now he is just a celebrity.
