Would the ruleset owner be allowed to change the ruleset via editing, or would the revised ruleset be reposted?

regardless of the slight confusion, this seems the best thought out set of rules so far:

Ratify.

One major factor I never see anyone talk about is the fact that people who live in apartments basically CAN'T charge at home. I don't have a garage, there aren't any charging ports, and I live on the third floor, where would I even plug in an electric car? I wish a Tesla would be a practical vehicle for me, or any other electric car for that matter (even though I don't care for most of them), but in my current situation they just wouldn't work, and it's a similar story for a large number of people. For now I just commute on my motorcycle when I can, which gets 50-60 mpg.

With some more refinement for balancing and making valid cards, it would be really interesting to see "Neural Net competitions" where a pot of cards are generated that you have to build a deck from, or each deck is generated just before play.

I find the default Reddit homepage to be exactly like this, but subreddits devoted to specific activities or enthusiast groups seems to actually be quite good. I personally read a lot on /r/homebrewing, /r/kerbalspaceprogram, /r/rust among many others, I've received good advice on /r/guineapigs, and had semi-civil debates on other subs.

From my experience, Reddit is what you make it. The default homepage is atrocious, and a lot of the people are awful, but hiding in the corners are some great communities with a lot of very valuable information. Maybe I'm missing the point of the question though, since I would agree 80% of Reddit is exactly as you described it, but I'd also argue the entire internet is that way at the moment. Loads of clickbait and junk articles with people foaming at the mouth yelling at each other, but still tons of really good easy to access information if you look for it.
